Because renewal was indeed imbalanced as fuck at start and lot of people stayed in pre-re. Those people have little to no idea about balance patches (which still didn't fix everything, but it's much better than before). People who switched to renewal didn't mind lot of content being easier because now lvl affects lot of stuff. And those people can't handle fixed stuff without broken cash shop so they quit lelka. Now we have mainly stable community which actually tackles the challenging stuff insetad of crying, bitching and quitting like babbies. It isn't huge, but it's reliable.

tl;dr version is you get pantie+undershirt, enough agi to dodge anubis reliably (don't go too overboard, even if you're missing 10-15 flee at first it's fine, you'll level up fast and make up for it) then you go and offensive bless them and spam TU. you need 189 flee to dodge offensive blessed anubis 95% of the time. rest in int/dex.

here's how I did it. you're 10 flee away from 95% but you level really fast at 70, like 20% per anubis or some shit so it's fine. start by hit and running them with TU until 189 flee, then you can literally just sit there and tank them forever while you spam it. in the 90s I would just sit there while being attacked by 4-5 mobs at once and ignore them while spamming TU. increase your int and dex as needed when you level up, don't touch agi again. you can also add some vit to live through the RNG 5% sonic blow that will happen to you a few times on your way to 99 if you want.

(with this build, gloria increases your TU success rate from 34.49% to 37.5%. don't even bother with it)

I don't know why we've only had one event so far, but DoM has an event team and we should be having them constantly, with event coupons as rewards to buy shit from their npc. Incompetence I guess.

11.3 is by far the best version and 100% worth not getting the extra content. Satan Morroc completely killed RO. They're also introducing extra content with the instance dungeons (I think they want to make custom ones too?)

Battlegrounds are "coming" in "two weeks" (they're going to be broken beyond repair for probably 2 more weeks since they're custom making them instead of using eAmod for some unknown reason) so that'll be something eventually.

Instances/quests as a mean of interaction is also good idea. Right now theres 0 interaction between players in leveling parties, all you get is people yelling other people to do their job better. Literally the only way to have fun in a leveling party is bringing friends straight from the town, otherwise it becomes a skinner box where the reward is just seeing the exp number increasing periodically.
Custom instances that force you to make parties and just talk, chill and get to know new people are a reward/fun on it's own, I hope they shot that way.
