But because of that she's completely uninteresting gameplay-wise, it would've been better to make her a high risk high reward character with, amongst other things, something like a Battle Continuation that gives her an attack buff when her HP reaches 0 on top of the heal.

Perhaps it would've made her worse but at least it wouldn't give you the feeling that rolling Arthuria or Mordred when you have the other denied you of a NP lvl up for the one you already had.

A Servant's class and its deck both help shape that Servant's role in a party, as well as its skills in some cases. You can't really compare two Servants properly unless they have similar roles.

For example, it's dumb to compare Arturia and Okita despite them both being Sabers, but it's a lot more fair to compare Okita with Scathach due to their similar decks and their similar skills.

With high level skills Jack really is top tier worthy given that she has the most spammable heal with the hardest scaling in the game (2.5k every 4 turns at level 10, that's a permanent 625 heal per turn as long as she's on the field), is an extremely fast NP bar filler, has a NP with regular Quick single target modifier (higher than Okita/Scat's with her interlude actually) but with bonus against waifus for her whole turn and can get you out of a clutch in events against an enemy who spams buffs. And since she's QQQAB with a Q NP she makes a way better use of an Imaginary Around than Okita

I can perfectly understand why people are underestimating her given that she was released after a servant who was filling almost the same role as her and had way worse animations when compared to her but she's far from being just a middle tier 5*.
