1) View the pages source that has the tumblr video on it.
2) CTRL+F for "tumblr_video_container"
3) Open the link inside this div
4) View source for the newly opened page (should be the video, but "fullscreen")
5) CTRL+F for "source src"
6) Open THAT link, that'll be the raw video (which I think will always be .mp4?)
7) just like tumblr images, videos by default seem to be a *_480.mp4, and if you change the url to *_720.mp4 that might provide a higher resolution video
8) Convert the .mp4 to .webm in tool of your choice (https://gitgud.io/nixx/WebMConverter)

We don't actually get to see the two interact with each other except for the very end so to me it never really felt like they had anything more than a friendly bond. If there was like, a flashback scene where we see how they interacted back in Snowdin and there was some actual romantic undertones or flirting, I might be more inclined to think it's plausible.

Also Sans wouldn't try to pursue a relationship at all, and Toriel doesn't seem very keen on getting back into the dating game for a while after having an ex that literally killed people, could you imagine what that'd do to your outlook on dating, 'specially since she's busy being a teacher post-pacifist. Plenty of students she can be a "mother" to without the need for a boyfriend or husband and I think Toriel wants just that - to be a mother figure, husband or no husband.
