So, only Neptune and Noire
For getting the other charas in the Jap App, you need to get the App from QooApp, then using luckypatcher hardcode the payment redirection in a modified Apk, then install that apk, Enjoy
If you root your phone this is miles easier
Basically after installing the Nep jap App, you just patch it with LuckyPatcher using the payment redirection, buy everything, no modified apk needed

Yes, it does. There are 3 classes in total in the game for each character as well as 1 more DLC class for both Iffy and Segamin. You unlock the second class by storyline and the third classes require you to get Lily rank 5 with certain characters. Grabbing the Lily rank up skill increases the speed in which lily ranks are raised and the Lily rank maxes at 5 meaning that at minimum without Lily Boosting it would take 500 battles to max out the lily rank. And NepNep is especially egregious in this as her Lily rank up skill is locked behind her third class while almost all of the other characters get theirs in their initial class(Segamin, Sega Saturn, Dreamcast), or their second class(Iffy, Plutie, Mega Drive, Square, Game Gear, Uzume). And some of the good skills are locked in the third classes. NepNep for example learns Victory Slash in her third class alongside her Lily Rank up skill which is needed to make the Lily Rank trophy easier to get.

Though the DLC classes for Iffy and Segamin are very good for the fact that they cap at higher levels than the in game classes and come with some very good skills. La Delphinus and the skill pictured here come in Iffy's Gust of Wind DLC class and Segami's Going my way DLC class has Tornado Hammer which hits for a total of 17 times for decent damage alongside Fever Charge which turns all of Segamin's SP into Fever gauge which is good since Segamin's default class has SP recovery in battle skill and Fever Time allows you to access EXE Drives.
