If you work for it, Nobu should be easily obtainable. Perhaps not all copies (not sure about the income, especially for a fresh player, right now) but permanent certainly.

As for saving quartz, you should roll only when there is a rate-up for something you want. While the rate-up is not a spectacular deal, it does improve the shitty gacha.
In short:
If there something you want? No -> Don't roll.
Yes -> Is there a rate up for it? No -> Don't roll.
Yes -> Roll but don't expect anything.
