The book it was released in a promo in is still in production (presumably), and Shueisha, the company that owns the publishing rights to YGO print material in Japan, doesn't want a card they're still printing to be unusable in the game.

This is also the reason JUMP promos tend to not get reprinted often or in a timely manner, since Shueisha owns the rights to the artwork, and don't want it being reused willy nilly. Which is why for years was widely believed Quasar wouldn't see a reprint until Konami decided it was time to make a 5D's Legendary Collection, which is exactly when the reprint was made. For what it's worth, Quasar actually hasn't been reprinted at all in Japan.

Brachio should have been another Cydra that you could combo with Cera while Plesio was obligatory searcher and stego was a decent OPT for ss'ing the others from hand. Plesio ends up being my mvp over and over, and Pteran is basically Jurrac Guiba 2.0.
I don't know why nobody runs their Field Spell; it gives them that much needed Atk boost, renders backrow irrelevant, shuts down Bujin's, and can even throw Nekroz for a loop.
Though looking at how Igknights and Majespecters faired, they should get some new cards in the next set. We'll have to wait and see.
