For what it's worth, Lamia actually has no real restrictions. Is searchable by the contract. And can use the contract so summon itself once.
It's technically fully playable to play Lamia in non-D/D decks. It would just have to be a Synchro deck that's worth it.

But searchable level 1 turner that can be special summoned from the hand or graveyard once is in no way bad.

The only real shame is that Orthros can't pop itself to pop a card.

Blue Eyes Ultimate Burst Dragon is pretty much confirmed now.

Kuri is less consistent no matter how you look at it. While pure does lose out on the OTK potential, it gains quite a bit in consistency, since dead drawing happens much less frequently.
I can also run a slightly lower monster count, meaning my opening hands tend to shift towards more trap heavy openings.
I've got much more room to play around, since I don't need to run certain cards, like Trap Stun.

It's much easier to tool pure to fit the meta as opposed to Karakuri.

I still love the Karakuri build, because who wouldnt.
But as far as viability goes, I think pure is better.

The Lightning is honestly a good card for the game though.

For starters. It's a good universal out to all of these "Unaffected by everything" monsters in the game. And those cards should have an out.

But that said, for all of its strengths The Lightning still has its flaws. Like how it doesn't do anything outside of the Battle Phase. So if your opponent relies on The Lightning and you stop it in the battlephase, they can't fall back on another pre-battlephase play since they are already in the battlephase.
But above all. It's also a high investment card. Even without being limited, most people only run 1. It requires two cards from your Extra Deck in order to summon. Which is not terrible by itself. But if you want two The Lightning in your deck? That's already a whole third of your extra deck and an unquestionably steep investment.

So it's a potent out to other potent cards who should also be allowed to be in the game. But the investment to play the card is steep, and its number of uses limited. It's a dynamic that works really well.
The Lightning is no problem card. It's just a powerful card.

I removed exodia/ftk/burn decks because:

While I have no say in the tournament banlist, as I am not the host, I agree with all the choices he's made for the banlist.
Deciding on the banlist also took a fair bit of discussion. At that stage there was hardly any opposition to the banlist. It's not as if he decided entirely by himself only using "things I don't like" as a guideline. Unfortunately using Yugiohtopdecks.com wasn't possible as the only listed decks for the time frame of the current format managed to be Majespecters and Kozmo while quite obviously decks such as Satellars don't belong in a petdeck tourney.
Yang Zing being on the banlist was first brought up by Vorcia and if I recall correctly, King Monarch had initial objections to the proposal.
Now the reasoning why I'd consider Yang Zing ban worthy is the fact that they incorporate mechanics (everything floats) that are hard to bypass by the typical petdeck and thus act as a gatekeeper deck.
While their power level on a Tier list is under most banned decks, they're not suited for petdecks. They're floating in a strange layer of not quite petdeck but not meta either.

That being said, depending on the expected decks for the petdeck tourney it could easily be included. If the expected turn out was along the lines of Geargia, Prophecy, Madolche, Heroes and similar, Yang Zing could easily join.

The FTK/Alternative Win condition decks need to be banned for a different reason.
Exodia specifically provides little to no interaction with the opponent and most of the duels are settled by RNG. "Can the Exodia player perform the FTK or will he lose to himself and get killed off the following turn".
The only way for 'counter play' to occur is for the non-Exodia player to use a specific counter card, stopping the Exodia players combo. But that's where the interaction ends.
The game is decided by a coinflip, will the Exodia player perform his FTK without interruption or not.

Burn however isn't as extreme in this regard.
While it does fall prey to the same arguments as Exodia, Burn variants such as Nurse burn can still be played against and offer a degree of interaction. Burn is also the more consistent of the pair, the deck losing to itself happens less frequently, however the OTK potential of the deck is in exchange a bit smaller, leaving room for games that occur during multiple turns as opposed to being decided on the first two.

Magic still has burn decks, but they don't kill you in one turn unless it's a combo deck like ANT or Charbelcher, but you have Force of Will in formats where they can pull that bullshit.
Hearthstone still has Hunter SMOrc decks which is basically just burn and creatures going to the face, but that too doesn't kill a person in one turn.
