First and foremost, occlusion culling is a fundamental optimization of 3D games that prevents anything that's obscured by another object from being rendered. This wouldn't impact performance in any way.

Second, using low poly terrain as a cheap replacement for LOD is how every Bethesda game has worked for the past 15 years. This isn't anything new.

In what way? Their fuel is limited but there's an infinite number of cores in the game since NPCs sell (and restock) them regularly. Plus you find one in like half the locations in the game so there's no real need to horde them. You can play most of the game in power armor.
