I don't think his ulti is the problem, I think he's item dependent to make an impact in teamfights but lacks fast farming tools. If they nerfed the mana cost on his Torrent and X Marks the Spot he could maybe go into the offlane, he offers a lot when it comes to tower dives and ganks, but his kit is too costly for him to use constantly early on.

The problem is Valve.

In the past IceFrog would release patches and updates on a more frequent basis, but I don't think Valve's staff working on Dota 2 can keep up, what with all the Source 2 engine work they're doing, and the CS:GO game has required more staff, etc.

So IceFrog really hasn't been able to release balance patches as frequently as I think he wants to these past couple of years, but in order to keep things interesting and changing obviously a lot is changing, and we get these large patches which change a lot of things, and I truly believe that he'd want to spread out these large patches over 2-3 smaller ones. Not just to get better feedback over time, but to allow more testing. I mean he and the testers can't actually test a patch until Valve has implemented the changes/fixes, which they can't do timely enough.

Valve need to rip their head out of their own ass and realize they really need to hire more staff. You cannot have three games which you hope to release full support for, on top of the development of the Steam Controller and SteamMachines and SteamOS and Source 2 +DevTools when your staff only numbers in the few hundreds. It doesn't matter how multi-talented and intensely skilled they are, you need more heads and hands, so you need to hire people who aren't exactly industry famous.

And let's not get started about how awful Steam Support is, they're a complete joke.
