Can someone explain to me how to beat doge in lane? No matter what I do his FREE Life Steal makes it impossible to force him out of lane, and if I play too aggressive I'm at risk of getting ganked.

start with play money first (its free to make an account). Do that for a couple of months and learn the game and read as much as possible. Write down how much play money you start when you sit down and how much when you stop playing. Once you start noticing that you're winning over 60%+ of the time then you can start playing with real money. Start out with small amounts like $10/20 a week and then work your way up incrementally. As Eve I can jungle with talisman starting redside no problem. It's a little weak right now and is getting buffed, but it still works better than machete if your AP with repeatable AOE. If your playing a talisman jungler I'd strongly recommend taking 6 to 12 points in resolve though.
