Am I the only one that's highly sceptical about these so called ADC buffs? The itemization seems like it's going to be smoother but weaker. The reworks are similar in that they don't actually make the adcs stronger, just diverse. They'll still be at the mercy of their support, jungler, and top while having 0 impact before 2-3 items.

If you can get ahead- and you will if you have a support like Leona or Blitz because people can't into dealing with cheese- it's actually really doable. Your meeps hurt like fuck and they let you kite after a number of chimes. With Shiv and your meeps you do really significant mixed damage, and you can pretty much constantly get stuns off if you know how to play Bard.
The only issue is balancing chimes and CS because going for chimes when you force your lane opponents back lets them come back before you do and take control of the creeps.
Your ult is as impactful as it ever is and you still have the utility from your other skills.
It's not great but it certainly isn't as bad as one would think.
