She is, but at the same time, she has low healing, can be incredibly risky for what healing she does (every good team I play against will immediately try to stun/kill me the second I blink in to heal someone, making you have to either not heal, which you can't do, or blink in and put yourself out of position as a squishy) and other supports just seem to do more healing than she does and with less risk. Her mobility and poly is pretty nice, though.

Cho'gall is interesting because he's two heroes in one played by two players with two synergizing skillsets.
If you just play one half seperately, he's a boring. Much like TLV would be boring with just one viking. Even if it was balanced in such a way that the one viking was as strong as the three, the hero just isn't interesting without the 'gimmick'.
