Sins of a Solar Empire is probably the better base for 4x-type 40k.
Ideally, though, some kind of turn-based with a heavy military focus would be great.
I don't like naval battles, so I'd prefer they just play out like Paradox plans with Stellaris (modified dice rolls between assembled ships, no actual real-time control), but I'd love to be able to autistically manage ground campaigns on individual planets, and then get to play Men of War or Total War style land battles at the key moments.

So I've been burning my way along northern Germania, razed Flevum which the Saxons then colonized, sacked Angulus (would have puppeted them, but I need to liberate Denmark from Angle rule first), and now attacking the Varinians to annex their settlement, and establish a stable base of operations on the Baltic.

DLC are absolutely not necessary.
The base game includes at least 2-3 good campaigns - migrating barbars (worth two or more if you pick different tribes, the Alans in particular play differently with plenty of good Sarmatian cavalry, including horse archers), WRE survival, and now the Lakhmids if you want to play with a desert faction with Sassykid tech and buildings, but without the total easy mode of being the Persian Empire.

Alternatively, you could try the Lakhmids. They get Persianate architecture, and I think they can get Roman defector troops, which are heavy infantry decked out in Roman equipment, and even capable of Testudo.

Atilla fixed almost everything wrong with Rome 2 (probably the weakest entry in the entire series) both stylistically and technically.
Vintage, vanilla Rome was good--but you've got your nostalgia goggles on a little too tight. It took a good year or 2 of work in the modding community to make a more hard core, historically faithful game than the original that was technically and historically satisfying.

Went back to Attila.
281 fucking hours in, and now I learn that it DOES have direct artillery control. I knew Rome II had it, but there was no button in Attila, and it wasn't until I saw that it was linked to cinematic mode in R2 that I thought to look for a cinematic mode hotkey in Attila.
Fucking hell, I loved this feature in FotS, I'm pissed I didn't get to use this in any of my earlier battles.

In my experience they fuck up when blobbed and are most effective when you keep dragging them through into other targets. I basically melted their rear and charged straight through to their frontline, and i did it by spreading all around them and dragg ling them as wildly as i could. If your cav is inside another unit and you tell it to charge another behind it, theyll charge through the blob killing anyone in their way, and they keep moving forward with the spear instead of drawing swords. Theres a bit of micro to be done.

In Europe the best solution would be to force the horse archers into a bottleneck like a river crossing. Then put your best troops at dealing with missiles ahead to block the crossing, support them with siege weapons like the scorpion to out range the horse archers.
I tried to use some crossbowmen, but it would only take 2-3 volleys from the horse archers to even kill a formation that was in loose ranks.

Crossbowmen with defensive palisades set up would be able to deal with horse archer armies when attacked. Without defensive fortifications, or terrain to force their movement it is just stupid to engage the army.
Though I suspect in reality that horse archer armies would haver much less troops compared to what a regular army could field. Since for every man that can ride a horse and shoot would also need 2-3 horses each. Can't go to battle with the same horse you use to pull your shit. Can't go through a long battle without another stead to replace yours when it gets tired.

Simple guide for fixing public order though here. Look at a province, decide on sanitation. If you are going to have 13 or less squalor in the capital you can do this amazing strategy of two balnae (maxed out bathhouse) in each town. Gives 8 public order, your sanitation need, and 1700 gold all for 80 food. That, plus upgrading your towns to colonia (rank 2) gives you road connections eventually as well as +1 public order for 10 food.
Two bathhouses(80)+Govenors mansion (50 food), the city (30 food), auditorium (30 food), and two colonia (40 food)=230 total food.
In the worst climates you can expect 70 food from cows (-5 public order), 90 food from food emporium (-6 public order), 90 food from fishing piers (-6 public order), So two cows+either a food emporium or a maxed out fishing pier will stabilize the food of the province and make it a rather decent money maker even in the worst of climates.
Here's the bonus public order from this system 13+7+3+1+1+4+4=33+
-5, -5, -6=-16
so a positive 17 from buildings, which on very hard difficult will still cause your province to stabilize. Down the road you may have problems with a lack of public order builds left you can build. Another weak, but cheap option would be monuments
You can upgrade the govenors house which will cost another 50 food from you. One option is to build a sheep barn which will give you the 50 you'll need at -5 public order which will be a -1 public order net gain. The other would require having a port, which would be food emporium (90), maxed out fishing warf (90), +2 cows (140) which is 330. So you can build the govenors mansion and upgrade the city to level 2 and still be producing a net gain of food.

Trying to get into Attila for the third time and I've gone saxons for an easy start. I'm about 60 turns in an got a good little coastal kingdom starting. Currently at war with the picts and ebdanians who conquered Britain together, and their gaulish allies.
Made peace with the WRE and am buttering them up ally with them soon. The Huns have burnt their way down Italy and are now resting in Sicily/South Italy. Once I finish up with the French coast I'm thinking of striking south to link up with the WRE and help them rebuild the Empire.

I'm not sure what are the good Saxon units are, especially at this early stage, especially with unit weights. I kinda hate post Medieval 2 games with exception for Shogun, but I really loved Rome: TW and I want to destroy Romans as Carthage.
I tried to get into Rome 2 when it came out, but it was buggy as hell.
Also surprisingly - I found it difficult as fuck, probably because I misunderstood some concepts of that game - in 5-10 turns I was swarmed with enemies, my economy was dying and my armies barely could hold my teritories from invaders and rebels, - even on easier diffs. I never had troubles with any other TW game nor other stategic games like gsg.

They can be really finicky on field battles, and I wouldn't use them if I didn't have the super-charged Ebdani skirmishers with armor and some melee staying power.
But in defensive sieges... holy shit, I never get less than 200 kills with them. 3/4 of my units got 500 kills in the last battle, just from shooting down from the barricade.

Is Attila different from Rome in that, every fucking faction in Rome 2 seems to be the exact same, with the exception of the Greek/Nomad/Barbarian/Roman archetypes. There's barely any visual differences in the many faction of the same archetype. In Rome 2, each time you fought something different, it felt like you were actually fighting a different faction because even down to the armors they wore are different.

I'd say with small factions you need to take a moment to build an economy and start doing alliances/trading. If you go to war war as soon as the game starts you'll end up spending more money than you make.
I've made that mistake a lot of times and always ended up bankrupt and out of men, now in a big campaign I typically take 50 turns before declaring war on anyone.
About the scripts, I wouldn't recommend enabling the hardcore scripts before playing SS for a while.

How do you level your generals in Shogun 2 and Rome 2?
In Shogun, the obvious choice for me is Stand and Fight as it essentially nullifies the need for strategy and just brute forces everything. If I have a backup general in the same stack, I make him into an 'uber', being full righthand side into making the general a beast fighter.
Rome 2, I have no clue what I'm doing because generals barely seem like they do much aside from use their abilities once or twice to do minor change in the battles. How do you level these fucking people?

Empire was very small scale because the European settlements were limited to just Goa and Sri Lanka. In reality the Dutch never conquere the interior of Sri Lanka, just the coast.
