She only becomes anything but a taxi if you baby her, and if you're going at any reasonable pace it's hard to considering everything 1-2RKOs her and she does chip at best.

Fiora's bases are acceptable for the time she joins (she doubles and 1-2RKOs most things for the next few maps which is usually enough to warrant her promoting) and comes three levels from promotion when you get her. Her combat is fine for what she needs to kill throughout the game, unlike Florina who takes a while to get going only to still be average at combat compared to other units anyways.

She comes one chapter before "grind you magic units" the chapter and comes after Fiora and Heath, who both work better than her. Her only saving graces are her Killer Lance (which you can give to one of the two aforementioned) and coming ready to promote.
