Of the small amount of the Sonic fanbase that acknowledges him, most of them manage to ruin him.
Maybe they didn't actually play Triple Trouble, or they never really got a good look at his design beyond "woah he's a purple wolf cowboy with a gun and has a fang" but for some reason people think he was supposed to be the most badass pre-Shadow Sonic character around. He was actually just a stupid goofy character, without any serious side at all.

I think he does, the missing fur in most of the places Hedgehogs have very sparse fur sure helps. You'd have a better point with Knuckles, who barely looks like an Echidna.

He was only the 7th most important Sonic character, right after Amy. Xtreme was going to be his big break and that was cancelled, he didn't make the cut in Sonic R since Traveller's Tales felt more like making robot versions of Tails and Knuckles than the Fang in the Marvelous Queen, and he was too goofy, weird, and minor to adapt to the early reboot era games (Adventure, Adventure 2, Heroes). Chaotix got to squeak by since Sonic Team had a hand in making Vector, they fit the "Team" thing of that game. Fang just wasn't major enough and I'm pretty sure by now, Sonic Team doesn't even know who he is, if they ever did.
Fang is one of my favorite Sonic characters from design and personality alone, though. I wouldn't mind at all if for once he was made a major character like Knuckles, or a prominent secondary character that just shows up in Special Stages to challenge you for the emerald again. Now that Mania Team is making games, it's at least possible. Or it would be, if they didn't have to answer to Iizuka and his Sonic Team.

Things like relevance mattered then. Being on the previous console generation definitely helped. For a franchise that was less than 10 years old at the time, it was easy for minor characters to fall out of it all.

He appears at the beginning of act 1's ending, his poster is front and center all throughout act 2, and you fight a perfect copy of him in the form of Heavy Magician. Opposed to the dopey doll that hugs you. Whichever people held torches for Fang must have been more important than whoever held it for "A".

Chaotix were reintroduced to pad out the game, they have the whole team thing going on, and Vector is awesome.
Why would Fang re-debut as a card in some shitty PSP game, or at the Olympics? Those are for established characters. Fang was never established again after the reboot. It's not about him being considered a bad character, since he's one of the best, it's about him being irrelevant. He wasn't even made by Sonic Team, and his first home console game would have been Sonic Xtreme.
