I'll be honest here. Most Persona villains are pretty shallow.
Unpopular opinion, I liked Akechi. But besides him, I can only really think of Kamoshida and maybe Ikutsuki being memorable, but even Ikutsuki died shortly after being revealed as a villain.

Shido just wanting to grab power was disappointing. Yeah, he was the ultimate scumbag of the game and had extreme methods, but the stakes were astronomically low for someone who's the penultimate boss.

When I saw him posted I thought he was going to somehow enter his own palace and fight you with a full understanding of the cognitive world. He would use some sort of technology to be a god in his own palace and be an incredibly difficult boss fight. I was disappointed when he just sat in his office complaining.

In P5 he's literally another collective unconsciousness construct, but it was kind of disappointing because he has little build up and only minor relevance to the game, even less directly than Shido. He's really anticlimactic, especially after pulling the exact same stunt in P4.

Its not that he is bad written, there was no effort put into him at all because he is the "behind it all" villain.
Most of the characters that you change the heart(save for Kamoshida and Makoto's sister I guess) are in a way related to Shido.
Some were helping him, some were being manipulated, etc.
You are saying he was the worst written just because you barely see him through the game and he never really talks to the main cast. Thats exactly what he is supposed to do though, to be that big boss at the top of the tower that you only see at the very end after defeating his minions.
Could Atlus have done a better job? Of course. They should have exposed Shido way more during the game.
BUT Shido is just another guy, the real villain is someone else who HAS been around you all the time.

If anything, they actually subtract from the narrative. If Persona 4/5 weren't enough, then I guess I should remind you of the massive difference between how a character acts in their social links vs how they act within the story. Ryuji's a prime example. During his Social Links he calms down a lot and and stops acting like such an idiot, while Ryuji in the story might as well be a different character.
Social links would "add to the narrative" if the individual character development of the respective links weren't completely fucking ignored during the course of the story.

Posting best persona villain. Kandori is the man and let me tell you guys why I like him. For starts, okay, he is a generic villain guy in P1. Not too interesting, a black hearted man with crazy ambition. So he dies, like most villains do. Now this is where I start to like him. He is brought back to life through rumors in P2. It is at this point that he has basically become a "meta" character. He gained a taste of enlightenment in his final moments in P1 and has grown even wiser after his death. He knows fully well all of his plans were the work of something far more horrible and crueler than he could ever be. And what's worse is, after being revived, his entire existence is now bound to that entity. He is a puppet completely aware of his strings and he can't do anything about it. But he is actually pretty super chill about the whole thing and decides to play his role accordingly. Every other human antagonist is just a witless over-the-top pawn. But not super guido here. He's calm, cool, and knows the score, inside and out. Also his summoning animation for his persona in P1 is still the best in the series. Just a calm and silent nod and out pops the crawling chaos out of his head.

Do you know what SMT stands for? Shin Megami Tensei, or "True Goddess Reincarnation" a.k.a the mainline series of MegaTen. Persona games, along with many other spin-offs in the series, fall under the title of "Megami Ibunroku" which roughly translates to "another goddess" if I recall correctly.

The "Shin Megami Tensei tag was literally only used for western entries for the sake of brand recognition. To make people go "I like this game and it's the 4th entry, maybe I'll check out some of the others", and then they find out that there's this whole gigantic series of games, not just Persona.

Also, Persona 5 dropped the SMT tag completely, due to brand recognition (read: it didn't need it because persona 4 had brought that particular spin-off series a lot of "mainstream" attention).
