That's explained in the interview. "The production numbers were simply based on sluggish sales of rival retro-gaming machines." History says that similar products typically have a limited demographic and don't show very strong demand. Going against precedents and preparing a huge production line wouldn't have been very logical from that standpoint.

Making a simple misjudgement based on past evidence sounds more likely than purposefully cutting potential profits and lying for no reason.
