First Doom source port with additional features and bugfixes (them visplanes) was released after the source vode release in 1997. Four years after the game was made. Don't forget that user-made maps were shite in the first few years before team-made megawads really hit it off.
Then again, it's 2017, modding tools should be more easily available and we shouldn't wait years before someone crazy enough discovers how to make maps with a hex editor.
The game was a success, let's hope Bethesda doesn't shit on it and will continue to support it and modding in the coming years. Wait, Bethesda and mods? Oh.

Megatextures are just a way of storing textures in VRAM to save memory. Otherwise the game models use contemporary textures of maximum size of 3840x3840 (to make it 32x32 of 120x120 tiles). The format is a little different but it's been cracked already.
Source: extracted tiled jigsaw puzzle from game when running and used a program to stitch it together to make full textures.

Frankly I hardly see why nuDoom needs mod tools. It's much too big and cumbersome to work with compared to the old game, which is very simple to make mods for. Maybe in the future, but right now I can't see why you would want to mod for nuDoom over the originals.
