the director needs to know how a line should sound, and fit in with the rest of the lines

when a director discards a line and asks a voice actor for a redo of it, that's when there is a positive contribution to the game's "voice acting"


english games often do not bother having someone doing voice directing, but rather voice casting
that's why you get hollywood film actors doing voice roles, when they don't have experience doing voice roles, and it shows so glaringly
they're not going to ask for a redo of a line because it costs too much money


as long as there is competent directing staff, the acting staff can fall in line no matter what their language

Yakuza has only 1 English sub as far as I know it and you couldn't switch languages in it, but I'm not sure about that.
But generally English voice acting is decent.
But Dubs are lacking the specialities of the original languages, like Japanese craziness from dead serious tones to super high pitched kiryu chan <3, or the hurt, melancholic, "something is missing in us but we don't know what" of Russian. Or the smooth wordflow of English.
One does need to listen to I.e. "Get to the top" to understand that they couldn't Mark Hammil do this thing convincingly for the rest of the series
