They already can do it by not making shit game or the one only last for 2 hours. Even 3~4 hours game would suffice and it's still considered short as fuck.
If it's straight repeal, it could be abused due to how many manchildren dev out there nowadays.
If your game is so shit you can just complete it before 2 hours, it deserves to get refunded.
