Eh, it's not like you can't get stars that you didn't select, though there are an obnoxious amount of exceptions in the early game.
How many Bob-omb Battlefield stars are collectible on the first star? Everything but Footrace with Koopa the Quick, right? So that's 6 stars, which means 2 people wouldn't be contributing much for a short time which would be a bit of a delay, but from there I feel like Whomp's Fortress + Jolly Roger Bay + Cool Cool Mountain + Secret Slide + Secret Aquarium + Koopa the Quick would have enough stars between them to occupy everybody, and the options only expand from there once someone beats Bowser 1.
Honestly the bigger problem would be getting 8 players together who can play well and consistently enough at the same time.
