No it isn't. Tooie was considered worse since the levels were fuckhuge and didn't have compact design. They were "theme parks" where you had several event locations and just separate by empty zone. BK's levels were tightly designed with locations overlapping with one another which contributed significantly to level replayability and cohesion.

I love interconnected worlds, but I do agree that banjo tooie's level design needed more work.

tooie's levels are objectively poorly designed compared to kazooie, they aimed high in design but didn't hit the mark relative to the individual levels that kazooie had to offer
