This game basically had no writing, it's all radiant quests shit. And that mod that reveals full conversation choices shows that you only have an illusion of choice.

Yeah, the problem is that low int dialogues seemed to kick in randomly in very rare occasions, so it was less like your character having low int and more like they had random lapses of mental retardation. It was really poorly done.

Well to explain why he was able to enter the power armor is because he was in the military prior to that, but when it doesn't really explain how bandits and regular companions can enter without training.

Because power armor training is bullshit that was introduced in Fallout 3 to prevent people from getting power armor early. It should not be difficult to operate power armor, it's a fucking suit.
