while nothing was truly stopping it software wise from being displayed in 4k, it didnt have hdmi 2.0 support nor did the ps3 rsx support going above it even if it could. even if you could you would have a potentially system killing amount of strain in rendering it, but it could absolutely do it if you modified the ability to do so

I've been watching through One Piece again with a friend who hasn't experienced it. We're at the Enies Lobby arc right before the fight between Blueno and Luffy. After going through it all again, I sorta have to agree with you on that one. After pre-time skip the anime took this serious tone to it. The whimsical stuff like the Davy Back Fights aren't there anymore.
