I'd enjoy that setting a lot. To me there's something fascinating about poor and underdeveloped countries full of insane religious leaders and equally mad politicians with 1st world ambitions. I'd also enjoy an Arab or African setting in a dictator run state for the same reasons - GTA Libya or GTA Uganda (back when they were run by infamous dictators) would make incredibly good settings to be a small-time criminal in and now that environmental destruction is a thing I'd hope one could literally drive a stolen vehicle through the hovels that make up slums.
I'd also like to see a Vietnamese martial arts themed GTA knockoff like Sleeping Dogs was for Hong Kong. The Ong-Bak movies come to mind and the "car" chases in those weird little scooters they use as taxis.

Tokyo as setting on the other hand bores me. The city itself is incredibly dense and sterile. The closer they get to the original the less interesting any game environment will be. It just lacks the American decadence and raunchiness to be a fun playground. In Tokyo all the fun stuff happens behind closed doors, hidden from public eye, and that's just not that I'd expect from an open world game like GTA.

Paris has always been romanticized as a sort of dream city. Europeans know it's just a city like any other, a mix of classical architecture with modern, Americans are used to the western culture, Japanese, I'm guessing, don't really have anything that comparable. It's going to be Miami anyway. Key West, Everglades, those places. Only problem is it's very flat so there's not any fun hills or mountains. The GTA V map may lack in many ways but there's a variety of environments, the desert type area, a big mountain, a nice canyon etc.

Who cares? The GTA games themselves are more of an exaggeration on actual criminal underworld dealings and gunfights, having it set in Japan wouldn't be any different.

Also, Rockstar heavily considered doing 6 in Tokyo anyways, but they scrapped it because the roads are way too cramped. The satire is the worst part of GTA, only insecure white kids from the U.K. care about it.

GTA formula doesn't really work for Japan imo. Too little crime, too pedestrian, too cramped.

A RDR style game but set in the late age of Samurai would be awesome, even if I guess there were still a lot more restriction than in the Far West
