Because it was very linear. Every game after Sonic 1 (so the games that are generally thought of when people say "Classic Sonic") was about multiple paths through the level and being able to navigate them to get the most efficient path. Sonic Heroes is basically a big hallway. In fact even Sonic 1 had shortcuts and skips, Sonic Heroes has basically none. That's not to say it isn't worth a play through if you're a Sonic fan, but it doesn't have the "Classic Sonic" stage design.

I remember Heroes being repetitive for relying on team gimmicks too much, in the same way from the start to the end. And combat was too simple to be main gameplay. (Just mashing one button until everyone's dead is all you do)
Still it had good spectrum of levels and even some branch paths. Much better than SA2.

Watch some speedruns if you think SA2 was even close to as linear as Heroes. City Escape is very linear, and that's why it's one of the worst levels. The fact that it's probably the most popular one in spite of this shows how retarded most players are.

It is true though. If you git gud with Tails and use the terrain to gain flight height, you can learn how to skip almost every forced encounter in Heroes.

Brief detours from the main path don't count as "alternate paths" though. Also, even if that was true, that doesn't change the fact that, while it certainly has its brief moments of quality, at least 80% of the game is "go forward on a thin strip of land floating over a bottomless pit". The Classic hardly ever put you in that situation and I wish people would stop pushing this meme. The only thing Heroes had in common with the Classics were some of the aesthetics and themes, and a handful of references, which I will openly give it credit for trying to do, but that's about it.

I think what the other anon meant was "good" movement physics, because Heroes controls so poorly that it's often advisable to stay in Power formation or even Flight just so you can do basic platforming properly without slinging yourself off a ledge at any given time. And for a game where the vast majority of it is over a bottomless pit, that's a huge issue.

Listen, I like Heroes well enough for what it is, but people putting it on some weird pedestal as if it's some underrated gem is just silly. It has far too many mechanical flaws for it to ever be classified as "good". The team mechanic is interesting at first but after playing it for a while it becomes a mediocre novelty at best.

I've noticed that Heroes gets vehemently defended a lot more recently, which makes me wonder: Are we witnessing the birth of a new breed of Sonicfag? Are Heroesfags really going to be a thing now? I hope not. Adventurefags are obnoxious enough as it is, we don't need an even more annoyingly delusional variety floating around too.
