I dunno if they fixed it yet. But people were giving bad rep scores to people that beat them in OW on Xbox regardless of behavior. And it was essentially exiling people from the game. (30+ min wait times etc) Xbox themselves said they were going to work on it because it was effecting other games like Dead by Daylight and a bunch of others. So there is that.

I just want to play Payload alone (fuck koth) but Blizzard wouldnt want that.

It's nowhere near enough. You need a SHIT TON of loot boxes to get anything of worse. Otherwise the microtransactions wouldn't exist.
Also forgot to mention that once you earn the Arcade loot boxes your win rate goes up drastically. Coincidence? I think not. Those people who actually enjoy the shitty Arcade modes enough to play them for "fun" are there to steal victories from those who just want to get something for free.

I'm bronze, but regularly have to wait 20 minute for a game. Wouldn't it make sense that most players are in the lower tiers?

I want to say gold and plat are the averages. You really have to purposely rank down to get bronze. Comp generally takes 2-5 minutes from what I see for streaming and personal experience (I play once every few months though).

You don't have a massive target on your back, can heal and damage at the same time, speed boost is a huge force multiplier when people can't aim and you can force big engagements with sound barrier, you can harass other healers as lucio at that rank, which mercy can't do, wall riding can save your life and team mates' a lot of times and sound barrier is great both defensive and offensive in almost all possible scenarios opposed to mercy passive play style.
