Why do movies and TV shows look smooth and normal when they're filmed at 24 fps but video games look jerky and are unplayable at 30 fps?

Why isn't 60 fps just standard across the board for all media? Even when Hobbit came out at 48 fps why did they even bother when they could have just made it 60?

But they don't, a lot of tv is at 60 fps already as are sports and with movies they use considerable blur to transition between frames, static shots, third person and avoid using fast panning shots to not give the viewer motion sickness.
24fps is actually pretty shit but there are ways to hide it, as for videogames the smoother the better since it requires feedback but you are exaggerating how bad 30fps is.
