Not yet, not by a long shot, its a type 2, keep in mind that the fact that you can build a Dyson Sphere, which is pretty much the requirement to be a T2, means that you have access to way more mass than your entire solar system has, and that you're able to transport all of those materials to your home star and build the thing.
A T2 does have way more power than it inicially seems like, if they can use all the resources in their home star, that pretty much means they can go to other stars and do the same. To go T3 in simple terms, it'd mean you have Dyson Spheres in every single star of the galaxy, or a similar substitute that allows you to use everything from your galaxy, with that level of development, its pretty much guaranteed that these guys can go to other galaxies and do the same.

The Galactic Empire is able to move through their galaxy, and they have control on pretty much every habitable planet or that's what we're made to believe, since we don't know if there are a lot of undiscoved places in their galaxy, what we do know is that they got overthrown in a battle spanning a couple planets at best, and their biggest superweapon can only blast planets, to be T3 they should at least be able to blow up a couple hundred of solar systems in one go.

I played Half Life series for the first time like a year ago and I really fucking enjoyed the first game and its expansions, this obviously got me hyped for Half Life 2 since it was always called the best FPS by most people.
And then I played it and it was fucking garbage.

Episode 1 and 2 are a lot better, I'm replaying HL2 after playing it on launch and the game is good but it really doesn't hold up.

The sewer is is alright but pretty mundane, I actually like the airboat section but it starts slow and drags on, Raveholm is great and Highway 17 has a lot of good segments but then Nova Prospekt is pretty shit and tiring. The city fighting segments start out kinda bleh with you constantly having to fight shit in crampt apartments surrounded by ally solders that get in the way but the ending part right before the citadel were you fight a bunch of Striders and combine soldiers in the rubble of city 17 is pretty damn fun.

The vehicle segments really are some of the stronger points of the game, with Nova Prospekt being one of the weakest. Gonna wrap up the rest tonight, but I remember the ending being kinda meh.

Let me just explain something to you in a way that you might understand.

Let's say that you a Celt living in ancient times outside the borders of the Roman Empire. The Romans have a puppet tribal leader in charge of your people and they rule with an iron fist.

One day you try to sock it to the man by revolting. You're fighting the chief's tribesmen. They've been equipped with flashy weapons, Roman steel and better technology courtesy of the chief's alliance with the Romans. They're still just Britons however.

Your rebellion is starting to prove effective, you're beating the shit out of these Celts to take back your homeland from indirect Roman control. Some minor official beyond the frontier boundary notices that things aren't going so hot. He decides to send reinforcements. It might look good on a report.

Men turn up to fight your Celtic resistance force. They are Romans. At least, they look like Romans. They're using Roman weapons, they have shields, ballistae and Roman style spears. When you kill them however you find out that they're actually just auxiliary troops. They're a detachment of Illyrians, Numidians and Batavi. Most of them only speak rudimentary Latin. Really they're just serving out their time because their tribes had to give their boys to the Romans to fight.

Your resistance is successful, you finally take down the Roman puppet chieftain. It's time to take the fight to the Romans themselves. You know it'll be tough, they have their legions on the march now.

Your men begin pushing a battering ram up to the frontier boundary. Rumours had always said it was supposed to be well defended, but as you make your way over the hill you finally see it.

Halo CE was not really as big as people here think it was, Halo didn't really explode until Halo 2, check the most sold games the years they released, Halo CE jumped back up into the top 10 because of Halo 2's release. I always wondered how anyone never made a full-length movie/series about Black Mesa on SFM. I mean, imagine like the story of a group of soldiers/scientists/guards fighting their way out of Black Mesa. They don't have to be the main cast of HL1 games, just literal who's struggling.

Two things to consider. Firstly, a T2 civ operates on timescales of billions of years. They fully expect to still be a going concern when the universe undergoes heat death, so they're looking to exploit every resource out there. Doesn't matter if it's common, if it's a resource, they want it.

The second thing to consider is that the entire Combine operation on Earth is very likely the work of a miniscule portion of the Combine, a small group of only a few million or so. From their perspective we're basically amoeba in a lab dish. It's equally plausible that they decided to drain the oceans just to see the effect it would have. Or perhaps they just want more resources to fuel their own operation, which very likely operates completely independantly, since Dyson Spheres support such ludicrous population sizes that centralized control over all of them is only possible if there's a great deal of autonomy. The only reason why Earth would attract any particular attention is because of our portal technology, though again, whether this would have come to the attention of the guys running the entire Combine is entirely unknown.

Imperium of Man barely qualifies as Type 1; they do manage to exploit around 100% of the energy of their home planet. But they only go above T1 by doing that on millions of other worlds. They're not Type 2; a Type 2 civ has more power at their disposal than the entire Imperium of Man has. Harnessing the entire power output of a star really does give you that much more energy.

Well it is worth mentioning that if you have access to FTL travel, and can easily get off your homeworld, two things that are very common in sci-fi, you don't bother with a Dyson; you just cruise around looking for other habitable worlds and settle them. Now sure, you'll be totally blown the fuck out if you ever encounter a Type 2 civ, but so long as everyone else is doing the same thing (which is reasonable, since if you discovered FTL other civs most likely would too) you'd be fine.

That's what I meant by "fantasy explanation". In reality, FTL travel is impossible given our current understanding of physics, and moving a sizeable population from one planet to another is never going to be easy. Stories like Star Wars (the original films) ignore this altogether, and stories like Mass Effect make up conveniant fantasies like "we found a new element which breaks the known laws of physics and some ancient technology which shows us how to use it to go FTL".

Breen Grub was a concept that was originally scrapped for Half Life 2. Breen was going to appear human in all the propaganda and then be revealed as a organic machine grub-man literally being puppeted by the combine.

I always wished that if they made Episode 3, they would bring that concept back because it was just so cool. Nice to see that was the plan at one point.
