To save you about an hour and twenty minutes of hearing "Diné" in the same exact tone and pace: There are two types of parasites cultivated in the game which descend from the same basic ancestor, one of which is the vocal cord parasites and the other is the skin parasites. Skin parasites give you super powers and try to compensate for damaged organs. Vocal cord parasites respond to specific sounds belonging to a particular language they were cultivated to target. They are weaponized by Cipher's XOF as a sort of "Ethnic Cleanser" by the fact that if someone is infected with a particular language strain and speaks it, they will infect other people with that parasite, and the more the parasites hear the language spoken, they will mature and begin a self-destruct process that kills the host through their lungs. Quiet is infected with both, and because her lungs were damaged beyond repair from being nearly burnt to death by Ishmael/The Real Big Boss, the skin-parasites compensate by making her effectively photosynthetic. However, because she also has the English-strain of the vocal cord parasites, she can't speak English or she'll become a bioweapon.

I think she never wrote because she was afraid of showing that she COULD communicate with people after all the stunts the Diamond Dogs -- especially Kaz -- ended up pulling. However, that goes completely out the window when: 1. She and Venom fall for each other and Venom kept it a secret that he recognized her from Cyprus; 2. Navajo is a safe language that she speaks with Code Talker and did not hesitate to try speaking it in hopes of getting a medic when she thought Venom was going to die.

For as much as I enjoyed the game, MGSV is full of them, not only with regards to its own plot in terms of things like Quiet not communicating and Skull Face's general fuckery, but also in terms of overall continuity to the series' story like Liquid Snake only ever meeting the phantom and not knowing about Outer Heaven, or the idea that the deformed, non-aging phantom could fool FOXOUND. Ironically, Quiet is probably the best spotlight for the damn plot holes by sheer virtue of being mysterious and interconnected with the plot enough that you pay close attention to try and get some answers. It's made further redundant by the finale of her character arc being a deus ex machina that destroys what's left of your suspension of disbelief.
