My final choice in Hawaii was between Makoto and Hifumi. This is before I finished either Confidant, and I went with Makoto cause her story in the mainline hit close to home. Hifumi's SL was way better though.

Hifumi was cut way early on. Makoto didn't exist. Hifumi was your secretary or something, and Sae was a neighbor in the apartment complex Joker lived in.

My guess is that the main storyline and the Confidants were written separately, maybe by different people. The story required Makoto, and the confidants team came up with Hifumi and though she was great as a potential party member. But since her personality and backstory are similar to Makoto and Haru, they decide to not include her into the main party
