Add to that an actual place where he can live and an assortment of jobs he can undertake to live in comfort. Why the fuck did Jouka even have to go back? The only thing I can think of is that the new school can only take him in for a year, but i'm pretty sure even that could be rearranged.

Joker was never caught, tried, and convicted under legit terms.
Forgive me if I have forgotten details, but Joker is never put on trial in the real world, just the cognitive world, where the prosecutor (Sae) ends up letting him off, his identity is never disclosed, and "The leader of the phantom theives" is (as Akechi believes) murdered and swept under the rug to never be considered again.
Joker's identity is never really outed, and the corrupt, lazy lae enforcement system ensures that not a damn person besides Sae gives a shit about his existence.

Not him but it was explained why they didn't care or check for a dead body. They already had a death certificate planned so the coroner didn't bother checking or investigating the scene. Regarding Sae and Joker's escape, the guard covering Joker's room was going to be killed along with him so Sae pressuring him to leave is what allowed them to escape.

It is explained that he had to confess being a PT to proof the existence of the Metaverse so Shido could be properly trialled. They put him into youth detention, but he got to go free because the girl Shido assaulted in the beginning confessed against Shido? Doesn't make any sense.

People supporting a criminal doesn't suddenly make them not guilty. It's also implied that his original assault charge led to the arrest and the woman coming out as a witness proved his innocence. If that's why Joker lost 2 months of his life why didn't they use some other member to testify against Shido? They wouldn't have to go to jail. Hell, why didn't the fucking cat decide to appear earlier and prove the existence of the Metaverse to the court? Would have saved Joker so much trouble.
