the one that actually release sdks and level editors which is pretty much only bethshit nowadays. that or sims games. other than most games dont like you making free stuff because it kills dlc

all of the classic fps games that had level editors, total conversions would completely transform a game into something else. beth games, sims, world of warcraft (ui mods), diablo 2, titan quest/grim dawn, half life series, starcraft.

Bethesda games are easily the most moddable. Though I'm not exactly modding a Bethesda "game" (engine) I'm making parallax maps for Open Morrowind.

Easiest game to mod is BF:BC2
I've made hundreds of mods to visual novels i finished but they all require VLC Player to be on and the player to time their actions with my audio. I basically narrate over the Visual Novels english subtitles in a fake morgan freeman accent.

I tried to mod my microwave to detect when I pop a hot pocket inside then to heat it up for exactly 4:20 seconds. It exploded in my face because the hot pocket couldn't handle anymore time past 3:50.
