Besides, not like you could skip most of what occurs beforehand with your choices, a lot of the scenes still happen one way or another.

Yes. For example, If you kill off the first character in her chapter, her friends spend the rest of the game depressed that she died or if she gets hit by a car and put into permacoma. If you keep her alive, well, she's obviously not dead and things are a lot happier, and it changes what events can happen and some outcomes. There are other examples, but that's probably the most significant one for early game.

The choice to save Chloe could have been a genuinely difficult one, in spite of the moral thing to do being saving the town no matter the circumstances, but it's not a difficult choice because Chloe's an annoying cunt that only idiots would care about. You might have difficulty with the choice because you care about Max and she cares about Chloe so you want what's best for her, but that'll fall apart so long as you have two brain cells to rub together as well because Max is as bland as they come and her relationship with Chloe is poorly developed, so the only way you'll be at all invested is if you're an emotional mess who fills in the huge blank in the development of their relationship yourself.

What would have been a clever and subtle way to affect the end is if there was a hidden meter that filled up everytime you reversed time that increased the intensity of the tornado, and this would affect the ending in different ways, so if you used it conservatively you could maybe get an ending where everyone lives and it's very happy, and if you overused it then everything is fucked. It would have been a way to make your choices matter by making the choice you've been making the whole game without knowing of its severity affect the outcome, and it would have been a lot more clever than just having a big prompt on screen saying Press X for choice 1 and Press B for choice 2. The game would still be bad because of its awful plot, but it would at least be a neat moment in there. Of course, they don't need to do anything interesting or write a good story, because people will just eat it up anyway.

I already said this in another post, but I was really hoping LiS would be like Deadly Premonition meets Radiant Historia. There's a number of reasons why it wouldn't work with LiS in its current state, but the idea of a game with a Twin Peaks style story, with a fully explorable town filled with memorable characters, and an engaging mystery to go with it combined with a more expanded version of Radiant Historia's timeline jumping would be a great opportunity to explore all of the different characters by constantly changing what Max's relationship with them is. Obviously the game would be completely re-hauled, the relationship with Chloe could no longer be the focal point of the story, side characters would actually have to be interesting, the town would have to feel alive, the mystery would have to be engaging instead of being an afterthought, but it would have made for a much, much better game I think.

Is that Shadow of Destiny game any good? Heard of it but never played it.

The game designers left out so much story. Max's powers were supposed to be from the Native Americans, because the school was built on top of the Native American burial grounds. That's why when you go outside the school, there is a totem pole.

I don't particularly like her as a person and she's too shitty to Max for me to ship them, but for the most part I just pitied her. She's a reckless kid with depression and a drug habit who had a pretty shitty life the past few years and aside from when she was just being a bitch I just wished there were options to actually help her rather than enabling her self-destructive and impulsive nature.

Only reasoning you really get for her behavior is that her dad died and her friend disappeared, but her relationship with either of them is never explored, she just acts like a mega-cunt constantly and you're supposed to let it slide for reasons that don't feel like they justify her behavior at all. You can make a character like Chloe and make her good, but it requires an understandable justification for her bitchiness as well as enough glimmers of decency, or just any interesting or likable qualities, in her for you to feel like she's deserving of pity or sympathy.
