Who the fuck is this game made for?
It's too challenging and fast for Overwatch and CS:GO players and they get frustrated when they keep dying over and over. But, for old-school Quakefags it's barely a Quake game. All the experience points, ultimates, character abilities, lootboxes etc won't really cater to them, if all they want is a pure, classic Quake experience. Besides, you can play classic Quake game for free, or at least very cheap. Why would they buy this? There's no real reason.
My prediction is that they're going to push the eSports angle as hard as possible and when that doesn't manage to draw in new players, they make it f2p and add more micro-transactions.

That's a good question OP, and the answer IS both.
But just as you described, it doesn't go far enough in either direction to appeal to either crowd, so instead it's stuck in a limbo of mediocrity, where no one really likes it.
