The engine isn't a problem and that's already possible. People have already modded Fallout New Vegas, Fallout 4, and Skyrim in certain areas to remove loading screens.

Loading screens have to do with hardware limitations. Aka old console hardware and how most of the PC userbase doesn't have hardware high enough to run the game without loading screens of some sort.

Making two different versions of the game one with loading screens and one without would also cause some problems with mod compatibility which the mods themselves that remove loading screens already do.

If you want proper Bethesda games without loading screens i'd suggest waiting 5-10 years maybe even longer.

does f4 have mods yet that warrant having to download the entire shitfest off some scummy honeypot site again?

Depends on what you're looking for.

If you're looking for thousands of quality gameplay mods that you can download to alter the way you play the game itself. Sure there's plenty.

If you're looking for thousands of quality quest mods, new lands mods, new location mods, etc things that have commonly been seen in every Bethesda game since Oblivion. Sadly no.

For some reason modders aren't making many quest mods, new lands mods, or location mods. Not really sure why because those are my favorite types of mods.

So yeah if you're looking for gameplay improvements there's fucking tons. Wanna make the game a realistic survivor sim that rivals stalker and metro at extreme levels? There's mods for that. Want the game to be souls like where you can only save game at checkpoints and built around that mechanic? There's mods for that. Want the game to be a cuhrazzy action shooter? There's mods for that.

You want mods that add tons of quality new areas with thousands of hours of new quality content? Yeah sorry stick with Oblivion, Skyrim, and Fallout New Vegas because you're not getting that here for some reason.
