So, I have a laptop w/ a nvidia graphic card (GTX 950M). I've already set the "High Performance" power plan in Windows but, aside from that, what should I tweak in the nvidia control panel settings to get the best performance?

Don't tweak ANYTHING via Nvidia panel head first.
Make sure the 3D preset is set to "Balanced" in the "adjust image settings with preview" tab, but then choose "Use the advanced 3D settings".
ALWAYS start tweaking in-game settings first. Otherwise, you may start experiencing various, unforeseen glitches of different kinds. If you're on a laptop, the 720p resolution is usually more than good enough, and will help with performance a ton.
Don't set ANYTHING to "Ultra", keep things like SSAO, MSAA / SSAA "Low" or "Off", and all Nvidia physX / Flex shit OFF. Shadow Quality is also one usually quite demanding feature, which you may wanna lower.
Make sure to limit performance though. For that, the "Adaptive" V-sync choice in Nvidia panel is good. It limits the games' fps to the screen's max refresh rate, but if fps stays below it, Vsync is disabled - saving resources.
