The 3D part is. The system isn't. Nintendo has to squeeze out a few more games so N3DS buyers don't feel burned.

Not really a surprise considering Zelda can't single handedly carry a console. The multiplayer offerings would be good if Nintendo stepped up its online infrastructure, but that has yet to happen.

The appeal of handhelds to children is the same as always but they now have to compete with smartphones. As an adult I really don't see the point of portable vidya. When I'm out and about it's usually for a purpose or socializing. There's very little time for gaming. When I'm at home I play on superior platforms. Smartphones are also competition in this case too for on the go gaming/entertainment.

Developers don't like the limitations of the lower powered hardware, so don't develop for it, so that they can continue bad practices on the consoles/PC.

Long story short, the appeal of handhelds for the general public has been overtaken by freemium smarphones games, leaving handhelds as an enthusiast's device. And it's only through this niche that any games are made for them.
