They have that style of twintails in HS now, if you get all the DLC. They aren't stiff hair tails and the widgets in her hair won't be there, but you can certainly get the skin/eyes/hair color right.
The outfit would be trickier, if you aren't capable of creating such things from scratch. You can certainly get the ZR on her and a similar dress, if that's all you care about.

AA2 and HS are very similar except the part where in HS you have more realistic girls and AA2 you go full anime style.
