The problem is they have to balance for everyone, not just people who know what they're doing. Characters like Shaco and Eve were ridiculously good against lower skilled opponents that didn't know how to react to them, while they always were trash at higher skill levels due to their shitty teamfighting and being countered by good map awareness.
