Payday 2 is great for it. The best mods for gameplay aren't always the best looking, but there's loads of options for customization

You may want to try receiver. It's shit as a game but you can do pretty much whatever you want with the three guns available. It's 5€ though.

Project was a chimera given the country's recent heavy recession, and it probably was partly scrapped.
