The split between modders and developers is artificial.
Modders ARE developers. They are just using premade assets to make video games, and not making them from scratch.
Bethesda taking a cut is no different from having to pay engine developers for the license or asset libraries for access.
You've already paid for the assets by purchasing the game. The labor that goes into modding doesn't involve the game devs at all. If anything, the devs should pay the modders out of their own pocket for the new content and improving a game's appeal and lifespan.
