that's because you're the one lagging then. and since the netcode sucks and doesn't balance lag between players/pauses your opponents game to synch the gamestates up again, you're never the one that sees it happening. your opponent does.

What I fucking hate is that they add tweak and character via DLC/upgrade.
The game rules/priorities are able to change through time, and that's beyond retarded.
