Is downsampled 4k to 1080p better than 1080p with max AA settings?

Is downsampled 4k to 1080p better than 1080p with max AA settings?

I've noticed some games look better on 4k, downscaled to 1080p and no AA, on my 1080p monitor, than they do on native resolution, pumped to shit with AA.
