You don't see how much is missing until you actually dig into the main portion of the game.

The hub worlds are where most of the content is but are also grossly underdeveloped. Away missions are cakewalks. Many of the side quests feel unfinished and/or under-baked. Much of the writing is low grade apartheid and civil rights era nonsense.

Breach mode clearly soaked up a lot of resources and took away from the main game. It is loaded with microtransaction trash.

IW is nowhere near as bad as people see to think it is and most of the problems are related to console over-correction aka casualization and hardware limits. Sound design and atmosphere are stellar even if game hasn't aged well at this point.
