I had this issue, it was memory leaks apparently. Even though I have way more memory than it needs.

First, uninstall GeForce Experience. This will help tremendously. It's actual malware judging by the fact how much read/write it does per second to your HDD making it shit the bed, and hogs memory for the same reason.
Then, terminate absolutely EVERYTHING you can to free up RAM, even if you have more than enough. Don't launch shit other than the game when you're going to play it.

Step 1. Don't be poor.
Step 2. Get a PC or laptop(lel) with a GTX series Graphics card atleast if you want to run
the game decently.
Step 3. Make sure you have a SSD that you can install it to so it loads reasonably faster.

I had the same issue, and spent 2200 CAD on a gaming laptop so I could play it. Yes, the game is unoptimized as fuck, but at least now everything in my general vicinity is loaded by the time I land.

Here's my experience.
>HDD
Runs like shit most of the time, mostly runs at 45 FPS with only 80% GPU and 60% CPU usage.
>SSD
Runs well most of the time, GPU is now the bottleneck and frames now only drop at 100% GPU usage
However, it still doesn't make sense why the GPU is at 100% sometimes. Sometimes it will run great right in a city, 80% usage, sometimes it will run like shit in the middle of nowhere, 100% usage.
Results seem to vary greatly for a lot of people, though. I know people who don't even own an SSD and they say they get 60 FPS all the time with almost my same specs.

Duos and squads make the game better. In solo, you're running around gearing up by yourself to find shit, which is a worse strategy in duos because you'll end up with not as much loot for both of you. But engaging enemies means you usually kill two people, and end up with enough loot for both of you. So it kinds forces you to be more aggressive. Plus you feel more confident because even if you die, your buddy might finish them off and revive you, while a simple fuck up in solo ends the game.

Only for visibility. Shadows aren't THAT unoptimized in this game. Shadows on medium in this game are better than most shadows on ultra in other games.
