You go into your speed test results and it gives you the name and location of the server you used. Speed test is by default automatic so it'll just connect to the closest location available which would explain why you have low ping time on your phone but >200 ms on ps4 since the server ps4 connects to is over seas in Europe or NA.

I looked up Reunion Island and it's like way out past Madagascar so yea I don't think playing online fighting games on ps4 is gonna work out too great. Your island may even have a decent network infrastructure but it's still essentially satellite. So yea, sorry friend.
