Nah, I still believe Konami was responsible for the shit that happened with V.
That talk about they wanting the engine to run on last gen consoles, causing the optimization to be the main thing to focus on, therefore causing a BUNCH of shit to be cut, like the 5 chapters and all the customization we were promised, all of this sounds really beliveable.
I don't know where this hate for Kojima came from, for me he has the image of a guy that wants the best for his audience, this means he needs a lot of experimentation, and time wasted is money wasted.

The game still had a bloated scope tbph. Even if they cut out PS360, the plot is still clunky and there's too many irrelevant features. The presentation of said bloat, however, would've been great. Either KojiPro couldn't consolidate their scope given the limitations, or they refused to.

Not sure if it is as easy as you make it sound like. I get that he is the idea guy but I doubt that was his only duty.
Also, he could have the dream script in his hands with all the fanservice everyone was expected, but if Konami said that opimization is the focus, there won't be any devs or animators left to bring his vision into life.
