To be clear, there are three things silver sonic can do:

1) Turn into a ball and go across the floor
2) Turn into a ball and jump
3) Do the arm thing, and scoot across the floor

Which one each silver sonic starts with is random, but after doing (3), he will do either (1) or (2). Spin dashing into (1) or (2) as the attack starts will cause him to damage metal sonic.

If you have proof of (3) happening twice in a row, post it. Even in fights that go on forever (I checked DSP's playthrough), it never happens.

Spindashing into him doesn't work all the time. The easiest way is to jump into him when he jumps.

As soon as the little robot goes into ball form to make a spindash, do a spindash yourself at it even if he hasn't taken off yet. The ball hit metal sonic more than half of the time. The boss phase should take you about 30 seconds or so.
