Tails had always been there to make it easy for bad players. Basically someone your little brother/sister plays and don't have to worry about bottomless pits and such. It's even make more cutesy and fluffy in order to appeal more to smaller children.

Tails is definitely easy mode. Knuckles is actually the closest thing to hard mode, contrary to what you might think. You get fucked more often than you think due to having a shorter jump height.

Tails is explicitly easy mode in Sonic Chaos. He has more lives and can fly infinitely.

I think there was some other advantage he had (like less rings required to do something, like enter a special stage).

Knuckles isn't harder than Sonic other than a couple of bosses, which are really just more tedious rather than more difficult because you can't reach the boss as easily.

The real hard mode is Knuckles&Knuckles in No Save mode, since it gets you a secret ending but you have to beat the game with all the emeralds without a game over.

Knuckles has an easier time collecting the chaos emeralds at least. Won't help worth shit against the final boss, but it's something.

Also it's not THAT bad, just really really slow, since you can't sneak in hits like you can with sonic.
